The office of Precinct Chair is the second most important position in the Democratic Party.  (Former President Harry Truman thought so, too.)

It is the Precinct Chair who contacts the voters in his or her precinct, welcomes new Democrats to the neighborhood, arranges meetings between like-minded citizens to discuss political issues, and recruits and trains volunteers. Click Here to go directly to list of Precinct Chairs.

The Precinct Chair convenes the Precinct Convention at the Polling Location for that precinct in the Primary Election immediately after the polls close.  At the Precinct Convention, delegates are elected to the County Democratic Convention, resolutions are sometimes offered for Adoption!, and other Democratic Party matters at the precinct level may be voted upon. 

Precinct Chairs are elected to two-year terms and are members of the County Executive Committee.  The Executive Committee has three meetings required by statute (Sec. 172.082, 1172.116, Texas Election Code) in each (even-numbered) election year: 

1.  January – to draw ballot order of candidates filing for office and attend to other business relating to the conduct of a Primary Election in March

2.  March – to canvass and certify election returns from the March Primary, determine winners and, if needed, draw ballot order of candidates in a Runoff

3.  April – (if Runoff is needed) to canvass and certify election returns from the April Runoff

The County Executive Committee also meets with the County Chair as the need arises to handle other Democratic Party matters.  Together, they provide the leadership and guidance for party activities in each county. Vacancies in the office of Precinct Chair may be filled by a majority vote of the County Executive Committee.
